In Japan, Traffic jams on Highways are not rare, then it is in the nature of things that you are caught in a traffic jam. Tokyo City expressway, Tennozan Tunnel(in Meisin Highway), and some other place are crowded every day and night. You will be caught in Traffic jams in some places of Suburban area of Tokyo on holiday. On the holidays of summer (Aug 10-20,called Bon ),Goldenweek(Apr 29-May 5) and Newyear, Traffic jams are on everywhere in Japanese Highways. It cost your time so much, but no one die of traffic jam. To avoid it, Don't go out in such terms. In traffic jam, keep smile and tell some funny stories to your driver, if possible.
In Holidays, the number of trucks on Highway falls off, and the numbers of other cars will increase. It is not so good condition for Hitchhikers. This begins every saturday night, and it go on until Sunday night. But this never means you can not Hitchhike on Sunday.
In my opinion, trucks are much more convinient than other cars for us. Because, trucks run long distanse, and truck driver drives not for fun but for job and they are tired of driving, then they sometimes welcome us as funny guest. But of course, other cars will pick you up, especially you looks charming.

First, Hitchhiking at night time is as good as at day time. Many cars and trucks run at night. For example, 6:00PM - 2 or 3 AM, many cars run. 6:00 AM - 0:00 PM, the numbers of cars which pick you up decreases.
You can get some maps of Highways (Free and Useful! but Japanese only.) in most SAs' information center. Day time only.
But, on the holidays of summer (Aug 10-20,called Bon ),Goldenweek(Apr 29-May 5) and Newyear, most of truckdrivers also have their holiday and traffic jams are on everywhere in Japanese Highways. In those terms, you should find other cars to be picked up.

On rainy day, (Japan has many rain!) conditions are not better than fine days. But, there are no ploblem except that you will be wet. Some drivers will pick you up because you are wet and you looks in trouble.
When you loose your ways in cities, you can find maps at bookshops and "Convinient stores"(24 hour) as SEVEN ELEVEN or so. They sells them, but just seeing it is free. Some big book shop sell maps in English.
